Ultra-Boy is ultra-confident, and brash sometimes in how he presents himself. He has always been proud of his smarts, his acting ability, and since he gained them, his powers, seeing himself as different, and in some ways superior to Superboy, even. But he also has a deep-seated sense of inferiority, feeling he just duplicates others, and at times does not contribute enough. This has driven him to almost drop superheroing several times.
But he has a need to help, sacrificing himself for others over and over, and never once thought to use his powers for personal gain, though he has used that 'act' several times. Feeling less appreciated for his smarts from a young age, he started acting dumber than he is, and has maintained that, even in the Legion, successfully fooling most of the people there, and even a great enemy, enabling him to cause a defeat of a major plan of Glorityhs because she did not see him as a threat.
He is not, however, some icon of morality. He is more than willing to use his powers to gain knowledge or a wedge in missions, up to and beyond using them to spy, sneak, and steal information.
This is balanced by his compassion and kindness, where he will often forego using information that could harm someone who is not a villain, even using it to help them without them knowing.
